Create a new board

Added custom board templates for the nRF Connect SDK 2.9.0.
Added validation of the vendor name when creating custom boards.
Fixed an issue with creating a custom board for an nRF52 Series device when the board name would not contain nrf52.
Fixed some issues with generating custom boards.
