Manage SDKs

Added support for resumable downloads from Azure hosting.
Added a quick pick step to Install SDK for choosing the region for downloading SDK bundles. Also added an extension setting for configuring the region.
The title of the quick pick menu for installing SDK now changes based on the selected SDK type.
Updated the nrfutil sdk-manager binary bundled with the extension to v1.9.3.
Fixed an issue where the the bundled nrfutil sdk-manager would cause an exception during the extension activation.
