Manage SDKs

Fixed an issue with back buttons in the quick pick menu.
Fixed an issue with loading the Manage SDKs menu when a VS Code workspace has a west workspace that has been initialized but not updated.
Install SDK:
- Added support for Pre-packaged SDK bundles.
- Fixed an issue with incorrect UI behavior when installing an SDK from a custom repository fails.
Uninstall SDK:
- Added a mechanism that prevents removing a repository or workspace application by using the Uninstall SDK action.
Manage West Workspace:
- Added the ability to select an SDK version when running West Update from this menu.
