Build management

Added a mechanism that greys out the actions for adding or editing build configurations until the list of boards is loaded and ready.
Fixed and simplified the multi-selection quickpick for build configurations when binding tasks to actions.
Fixed an issue where not all images of build configurations would show in the quickpick.
Fixed an issue with updating the current SDK or toolchain when the build would not refer to one.
