Reads OUTB dirty status. Writes OUTB value (and sets dirty status) if it's not already dirty. Real Time Peripherals VIO
Note: This register does not stall on writes when already dirty, and as such can be used to implement non-blocking update-when-ready writes to the buffered outputs
