When the Location module is enabled, cloud_location.c handles CLOUD_LOCATION_REQUEST messages. It converts the serving cell and the scanned access points into the format expected by nRF Cloud and calls nrf_cloud_coap_location_get(), which asks the nRF Cloud location service to resolve them into a position. The resolved position is logged together with a Google Maps URL. The ground-fix schema requires at least NRF_CLOUD_LOCATION_WIFI_AP_CNT_MIN (two) access points, so with fewer the request carries the cell alone. The Location module only publishes results that contain a cell or enough access points. Positions the service cannot resolve are logged and dropped.
