Upgrading nRF Util commands when offline

When new versions of commands are available, complete the following steps to upgrade the installed commands on a host without Internet connection:

1. Prepare a new version of the offline bundle.
2. Insert the USB drive to the offline host.

3. Run nrfutil upgrade with the command name and the --from-offline flag pointing to the nrfutil-offline directory. For example:

   nrfutil upgrade --from-offline E:/nrfutil-offline
